IV NATIONAL CONGRESS OF ALTERNATIVE EDUCATION
WHEREAS
1. That the country has set an educational model according to the interests of the oligarchy and transnational corporations on the basis of proposals from international bodies like the IMF, WB, OECD, responding to labor market and business demands, to continue to support domination and capitalist exploitation.
2. Neoliberal education reforms that move rapidly opening channels toward privatization, the intrusion of private initiative in the definitions educational and labor flexibility in the disappearance of the base spaces, and the union, turning this into a service union, the freezing of thousands of passwords and personal occupation of the National Council for Educational Development (CONAFE) and National Institute of Adult Education (INEA) to work in underserved communities and neighborhoods across the country, displacing fellow teachers.
3. The results of the educational model of the state have been catastrophic as it promotes the formation of subjects uncritical, unaware of its historical reality, detached from the social, individualistic, selfish, pragmatic, insensitive to history culture and politics.
4. CNTE That is a fundamental social movement in the national context, not only for their experience in 30 years, but in the struggle to build a new education project that contributes to build a society based on democratic principles and social, source to a new home.
5. We need to build an alternative education project from the perspective of workers and the people to counter the neo-liberal educational model that meets the needs of our society, to recover the multicultural richness of our country, to promote solidarity and community, to promote holistic training that enhances the cultural, artistic, humanistic, scientific and technological development of our communities, to encourage respect for life and nature and promotes a democratic organization.
The National Coordinator of Education Workers, as a revolutionary alternative workers umbrella insurgent education and society in general, called on education workers who belong to the CNTE, researchers and interested in pursuing education as a social and human right, to participate in the Fourth National Congress of Alternative Education, which is subject to the following. . OBJECTIVES: GENERAL

. GENERAL ORGANIZATION:
1. The work will be organized at national level responsibility for the education committees of the CNTE and National Policy Directorate (NPD), which is constituted as a National Organizing Committee the Fourth National Congress of Alternative Education.
2. The Plenary and Workshops will be held in places that will be released before the National Organizing Committee.
3. Registration of participants will be based on legal documentation showing the accreditation and the Delegates of each quota.
4. The inauguration of the IV National Alternative Education Conference will be held in the presence of democratically elected delegates and the bases.
5. The resolutions be approved and validated by the majority in general meeting.
6. The National Organizing Committee will have the following duties:
a) Disseminate 4 th National Education Conference CNTE alternative in coordination with the representatives of the sections and the CNTE CCLS.
b) Organize and coordinate the logistics of the Congress.
c) Develop Internal Rules for the conduct of proceedings of the 4 th National Congress of the CNTE Alternative Education.
d) To ensure the registration of delegates, until the appointment of officers of the discussions, as well as the guests and supporters of the CNTE, thus ending his direct responsibility. Subsequently, the Bureau of the Debates and the House of Congress shall assume responsibility for the work of Congress.
e) Receive and record all the lectures and Turner to the relevant working groups for analysis and discussion.

The actual expenses of the delegates will be financed by the respective working basis, taking into account the democratic, politically independent and sovereign of the Fourth National Congress of Alternative Education.
